I love her face & expression and so I tried to emphasize that area of your pic which btw was lovely!
In I-photo I cropped the original image eliminating the right part of it, blurred it (#2), played with saturation and contrast a little bit and that’s where those designs on her clothes come from ☺. Then in Photoshop, for Lightning Effects I chose 2 O’clock Spotlight and from the Filter Gallery I applied Plastic Wrap and Surface Blur again.

Looks like fun...good cure for boredom. Anyway, here's my attempt:

Played with lightness, contrast, saturation. Blurred, blended, dodged, burned. Recolored the lips and a teeny bit of hand painting on the hair framing the face...cloning to cover the leg.
