Here i experimented with Gaussian Blur. Only the face should be sharp, the rest softly move into blur...

Now i believe the picture is still sharp enough ;-)

Mini-Tutorial: Such effects can be easily done in the Quick Mask Mode (Photoshop): Activate Quick Mask Mode (Button is in the tool panel), apply a radial gradient (Gradient Tool), deactivate Quick Mask (the Gradient now changes into a selection) and apply Gaussian Blur (or the filter of your choice).
