City of Lights before and after
Tossed in there for the Before and After group. Here's what I did. - Copied the entire layer and did a gentle gausian blur then switched the layer blending to "Soft Light" - Created a white and 25% grey layer above both layers using the 'clouds' filter and again went with 'soft light'. This brightens it up, but dosn't wash it out, and isn't completely uniform, adding some 'cloud shadows' - On a new layer I used the brush and sample tools to put dots of paint over the crystal lights, I blurred these and fiddled with the opacity until the dots were little more than a glow around the crystals. - I did the same thing with the highlights on the roof, and a big, white, soft brush, playing with the opacity until it looked right.
